With improved domestic electronic product supervision in China, power banks have been incorporated into China’s mandatory CCC certification catalogue. Products without valid certification are prohibited from factory release, domestic sales and import/export, hence CCC becomes a mandatory prerequisite for manufacturers to start compliant production and expand market business. Many small and medium-sized producers encounter test failure and delayed certification due to unfamiliar application rules. Three Categories of Application Materials

  1. Corporate qualification documents: Business license and      relevant production permits; brand authorization letter is required for      OEM/ODM products with third-party branding.

  2. Product technical files: Circuit schematics, PCB drawings, core      component BOM, specification datasheet and safety component certification      certificates. Original qualification documents for cells and protection      boards are key audit items for type testing.

  3. Sample documents: Prepare sufficient test prototypes as      required and fill in model registration forms specifying parameter      differences among various product versions.

Five Core CCC Certification Procedures

  1. Application submission: File online and submit hard-copy      documents to authorized certification bodies for preliminary completeness      check; supplementary materials shall be submitted within specified time      upon deficiency notice.

  2. Type testing: Test samples are sent to designated labs for      comprehensive tests covering electrical safety, overcharge protection and      short-circuit prevention; redesign and resubmit samples for retest if      testing fails.

  3. On-site factory audit: Auditors inspect in-site QC management,      component incoming inspection and finished-product outgoing test records      to find out production control loopholes.

  4. Final review and certification: CCC certificate is issued once      lab test and factory audit results are both qualified.

  5. Post-certification surveillance: Certified factories accept      annual random market sampling and periodic factory inspections; prior      change filing is mandatory for modified product models or critical      components.

For manufacturers with multiple product variants, adopt identical structural design across the same product series to cut redundant testing cost. Pre-check core component certifications to shorten overall certification cycle.
