Analysis of the EU Network Security Standard for Radio Equipment EN 18031

In today's digital age, the cybersecurity of radio equipment is of vital importance. The European Union has formulated the mandatory standard EN 18031 to ensure the cybersecurity of radio equipment and will incorporate it into the RED Directive for implementation as of August 1, 2025.

EN 18031 has established a full-chain security system covering hardware, software and data, and regulates the networking security, privacy protection and risk resistance capabilities of devices through 14 core mechanisms. This standard is divided into three parts: EN 18031-1, EN 18031-2, and EN 18031-3. EN 18031-1 is aimed at general networked radio equipment, focusing on network attack protection, traffic control and elastic recovery mechanisms to ensure that the equipment has anti-interference capabilities in complex network environments. EN 18031-2 specifically regulates devices for processing personal data, especially products related to children, emphasizing privacy management throughout the entire life cycle, including children's privacy protection, data deletion, and user notification mechanisms; EN 18031-3 for radio equipment used in financial transactions, the core requirements are tamper-proof design, multi-factor authentication, etc., to ensure anti-fraud and asset security.

For radio equipment enterprises involved in Europe, the impact of EN 18031 is mandatory and universal. From the date of implementation, products that have not passed the certification will be prohibited from entering the EU market, and products already in circulation will need to be forcibly recalled. This will undoubtedly cause a significant increase in supply chain costs. From the perspective of compliance costs, enterprises need to invest funds in technological transformation to meet the requirements of 14 types of security mechanisms and carry out customized adaptation for different sub-standards. In addition, enterprises that violate regulations may also face fines. Data security compliance deficiencies can trigger a brand trust crisis and affect long-term market share. However, for export-oriented enterprises, this standard serves as both an entry threshold and an opportunity for technological upgrading. Enterprises that comply with regulations in advance can seize market opportunities, while those that lag behind may lose their access to the EU market.

In conclusion, EN 18031 is a crucial threshold for market access in the EU. Relevant enterprises must adapt to the corresponding standards based on their product categories to ensure compliance in order to establish a foothold in the EU market.
