In order to ensure the quality and safety of the mobile power supply, the mobile power supply before entering the market needs to be tested and certified by an authoritative third-party inspection and certification body. Applicable standards for mobile power supply include: GB 4943.1, GB 31241, GB/T 35590 and so on; Among them, GB 4943.1-2022 and GB 31241-2022 will be adopted for CCC certification of mobile power supply.

On April 21st, 2023, California Environmental Health Hazard Assessment Office (OEHHA) added 1,1,1- trichloroethane (CAS registration number 71-55-6) and leucomalachite green (CAS registration number 129-73-7) to the list of hazardous substances in California, because of carcinogenicity.

On April 10, 2023, the State Administration for Market Regulation of China issued a notice on the implementation rules of the State supervision and random inspection of the quality of 90 products including children\'s and infants\' clothing. Local market supervision departments may refer to the implementation when carrying out supervision and random inspection. The rules for the implementation of state supervision and random inspection of the same products issued in the past shall be abolished at the same time.

On April 5, 2023, the European Union (EU) published the implementation resolution (EU) 2023/740 in its official gazette, which updated the list of harmonized standards of EU Toy Safety Directive 2009/48/EC. The resolution ((EU) 2023/740) will replace the resolution (EU) 2021/1992 published in the official gazette of the European Union in November 2021, and will come into effect on the date of publication.

On March 2, 2023, the United Kingdom launched a public consultation on the revision of persistent organic pollutants (POPs) laws and regulations, seeking the proposed amendments to POPs laws and regulations, including the amendments to waste restrictions and specific exemptions. The deadline for accepting opinions is April 27, 2023.

On 22 March 2023, ECHA opened a public consultation on proposals submitted to ECHA by Denmark, Germany, the Netherlands, Norway and Sweden to add restrictions on the manufacturing, marketing and use of PFAS to REACH restrictions, with the aim of giving interested parties an opportunity to express their views on the inclusion of PFAS in REACH restrictions. The public consultation will close on 25 September 2023. The ECHA\'s Risk Assessment Committee (RAC) and Socio-economic Analysis Committee (SEAC) will evaluate the proposed restrictions based on the advisory opinion and form an opinion, with the final decision being made by the European Commission on whether to include PFAS in the restriction article.

On April 4, 2023, the China Quality Certification Center (CQC) issued a notice on the mandatory product certification for electronic products and safety accessories, lighting appliances, household and similar equipment, in accordance with the relevant requirements of the new standard GB 17625.1-2022.The notice shows that the newly released certification basis for electronic products and security accessories will be implemented from July 1, 2024.

On March 27, 2023, the US Food and Drug Administration (FDA) officially ceased accepting submissions for the Voluntary Cosmetic Registration Program (VCRP) due to the FDA\'s plan to develop a program for submitting facility registrations and product lists under the Modern Cosmetic Administration Act of 2022 (MoCRA).
