On May 26th, 2023, the International Electrotechnical Commission (IEC) issued the IEC 62368-1:2023 (4th edition) standard. This standard specifies the safety requirements of electrical and electronic equipment (rated voltage not exceeding 600V) using audio, video, information technology and communication technology in the field of business and office machines (excluding the requirements of equipment performance or functional characteristics).
On June 1st, 2023, China Quality Certification Center (CQC) issued the Notice on Implementing the New Edition Standard GB 17625.1-2022 for Voluntary Certification of Lighting Electrical Appliances. The notice shows that the voluntary certification of lighting electrical products will be implemented on July 1, 2024 according to the standard GB 17625.1-2022 \"Electromagnetic Compatibility Limits Part 1: Harmonic Current Emission Limits (input current of each phase of equipment ≤16A)\" and will replace GB 17625.1-2012.
On May 1, 2023, the Ministry of Economy, Trade and Industry (METI) of Japan revised Appendix 12 of the Electricity Safety Law and released the latest version of standard J62368-1 (2023). This standard is based on the third edition of the international product safety standard IEC 62368-1 (2018), incorporating local differences in Japan. On May 15, 2023, IECEE announced the country differences for J62368-1 (2023). The third edition CB report certificate of IEC 62368-1 (2018) can now be used to apply for PSE certification.
On June 14, 2023, the European Chemicals Agency (ECHA) included all of the two substances reviewed in the 29th batch in the REACH Substances of High Concern (SVHC) list. At this point, the REACH list of substances of high concern has been officially increased to 235 items.
As of May 31st, 2023, ECHA in official website has published nine SVHC intentional substances proposed by Norway, France and Germany respectively. Subsequently, relevant member States will submit the proposal file prepared according to Annex XV of REACH to ECHA before the scheduled date, and it will be published about one month after receiving the proposal file, and a 45-day public comment will be initiated. The reviewed substances will be added to the SVHC candidate substance list.
On May 30, 2023, the European Commission announced that it had adopted the proposal to amend Annex I of Regulation (EU)2019/1021, and confirmed that PFHxS and its salts and related compounds were included in the list of substances prohibited by POPs regulations. It is expected that this control requirement will be officially published in the official gazette soon. At this point, the list of prohibited substances in Annex I of EU POPs regulations will also be increased from 28 to 29.
On December 1, 2022, the State Administration of Market Supervision and the State Standardization Administration Committee issued the mandatory national standard GB 811-2022 \"Helmets for Motorcycles and Electric Bicycles\". The standard is formulated by the General Administration of Market Supervision in conjunction with the Ministry of Public Security and the Ministry of Industry and Information Technology, and organized by the National Technical Committee for Standardization of Road Traffic Management and relevant technical institutions. The new version of the national standard has been implemented since July 1, 2023, completely replacing GB 811-2010 Motorcycle Helmets.
On April 28, 2023, NBTC Thailand issued the licensing standard and technical standard NBTC TS 1039-2566 for the usage frequency 5.925-6.425GHz. The standard sets out the test reporting requirements and test terms required to apply for NBTC certification, effective April 29, 2023.
